My cat
Fluffy use to do the same exact thing. No one believed me until I took the photos and videos. She was not normal....but I loved her non the less.

is NOT normal! I think he/she needs to be enrolled in Basic Cat Behavior 101 
It looks to me like it is alive - I saw it lick its nose like cats do and it was trying to play with that black (ball?) in the water.
